The purpose of this fund shall be to honor Steven Herb's legacy as a librarian and as Director of the Pennsylvania Center for the Book by enriching the Pennsylvania Center for the Book, or its successor, by providing funding for resources, programs, and new initiatives to study, honor, celebrate, and promote books, reading, libraries, and literacy in Pennsylvania.
