Purpose

To define parameters for accepting credit card payments for Libraries’ services. 

University Policy

The Libraries complies with University Policy FN07 ELECTRONIC PAYMENTS - CREDIT CARDS (Formerly Credit Card Sales).

How to Make a Credit Card Payment

Credit card payments must be made online at http://resources.libraries.psu.edu/web/epay from personal or public devices (workstations, tablets, etc.). Library employees are not authorized to process payments for patrons using their employee workstations.

Manual processing of credit cards is prohibited. 

Security

The University Libraries credit card application interfaces with Penn State’s PSU PAY Service for secure payment. The customer begins on the Libraries’ site and then is ‘sent’ to PSU PAY for secure payment. After payment the customer is returned to the host site. No Personally Identifiable Information (PII) is saved on the Libraries site. 

Forms of Payment

The Libraries accepts the following credit or debit cards: MasterCard, Visa, Discover and American Express.

Constraints

There is a $10 minimum and $9,999.99 maximum for credit card transactions.
Invoices must be paid in full; no partial payments will be accepted.

Refunds

The Libraries will only issue refunds for credit card purchases if approved by the department fulfilling the order.
